I am directed by the Secretary of State for War, Lord Carnarvon,
to transmit to you for the information of the Secretary of State for War that
the project acquiesced in between Lord Penzance
in your letter of the 17 Jan and Secretary for placing
two 10-inch M.L.R. guns
at the disposal of the Garrison
of Hong Kong at a cost not exceeding £10,000 to be
defrayed from the Military Contribution.
This maintenance has been set aside for the
naval purposes at present, the contribution to be paid by that post & the War Office will...
